Overview

ABOUT THE COURSE:The course on Social Policy has been designed for all the learners from various disciplines in a way to foster sensitivity and critical thinking on government policies, planning and programmes. It helps the learners to engage in critical policy analysis and understanding the policy formulation and implementation. It gives an insight into existing welfare schemes, programmes and policies thereby helping the learner to gain knowledge and clarity in policy making. The course explores the role of various stakeholders in defining alternatives and in shaping policy. The course intends to cultivate critical analysis of the existing policy and their alternatives to achieve quality of life. The overall objective is to acquaint students with basic concepts principles, procedures ideologies and theories in the field of social policy and social planning. This course also examines how place-based social planning is influenced by wider social policy and how it interacts with community engagement at the regional and local level.INTENDED AUDIENCE: UG, PG, Ph.D, NGO's and any other learner from any DisciplineINDUSTRY SUPPORT: Social Sectors, Governance, Social Development, NGO's, CSR

Week 3:Values; Principles and Sources of Policy:- DPSP; Fundamental Rights and Human Rights. Week 4:Approaches to Social Policy; Models of Social Policy. Week 5:Elements of Policy Climate:- Political Environment; Neo- Liberal Perspective; Social Movements. Week 6:Policy Formulation and Implementation:- Determinants; Steps, Government process; Evaluation of Policy. Week 7:Review of Major Social Policies;- Education; Health; Housing; Environment. Week 8:Social Planning:- Concept and Scope; Planning as an instrument of Social Policy, Principles and Sources. Week 9:Overview of Five Years Plans; Local/Regional/State/ National Level Planning Week 10:Decentralized Planning; PRI; Genesis of Planning Commission and NITI Ayog and National Development Council. Week 11:Welfare Concept; Welfare Policies: Women, Child, Youth and MinoritiesWeek 12:Policy Intervention:- Scope of Social Workers and Other Professionals; Role of Pressure Group; Advocacy and Research.
