Although all 47 member states of the Council of Europe have adopted the Charter on Education for Democratic Citizenship and Human Rights Education which requires them: “to combat all forms of discrimination and violence, especially bullying and harassment”, bullying in schools remains a persistent phenomenon. Bullying is recognized by the United Nations as a major factor in damaging the overall wellbeing of students, meaning the mental and physical health, causing early school leaving or even suicide. New forms of bullying through social media are adding to the problem, making imperative the need for teachers to find ways of preventing and combating it at school level.
